The Stream Precision Charter

Ethical Framework for Artistic Practice & Community Safeguarding
Version 2.1 • Effective January 2026

ACTIVE CHARTER

This charter is binding for all Stream Precision participants. Last updated: 15 January 2026.

00

Preamble: The Precision Intent

Establishing the ethical foundation for artistic practice in community spaces

Stream Precision is founded on the principle that artistic practice requires ethical precision—not therapeutic claims or clinical outcomes. This charter establishes the boundaries, responsibilities, and frameworks that allow diverse artistic practices to coexist safely within community spaces.

01

Core Ethical Principles

The non-negotiable foundations of Stream Precision

📜

Intent Transparency

Artists must clearly declare their artistic purpose, separating creative practice from clinical claims. No ambiguity about therapeutic promises.

🛡️

Boundary Integrity

Clear, maintained boundaries between artistic expression and professional therapy. Artists without clinical licenses must not provide therapeutic services.

⚖️

Process Accountability

Accountability lies in how art is shared (safety protocols, consent processes) not in what effects it produces (emotional outcomes, healing results).

🌐

Universal Compliance Standards

Welcoming diverse artistic practices while maintaining universal, auditable compliance standards. Different traditions, same measurable foundations.

02

The Non-Clinical Boundary

Defining what Stream Precision is NOT

Stream Precision is a peer-to-peer and institutional safeguarding platform. We are not a medical clinic, mental health provider, or emergency service. This distinction is fundamental to our ethical framework.

No Therapy Provision

Artistic connections and materials on this platform are not clinical psychotherapy. Unless specifically licensed, artists must not provide therapeutic services.

No Medical Diagnosis

Users are prohibited from providing medical diagnoses, psychological assessments, or prescribing medication. This includes informal advice that constitutes medical opinion.

No Clinical Liability

We do not verify medical credentials on this non-medical platform. Artists are responsible for their own professional licensing disclosures and limitations.

Do: Clear Disclosure

Artists must prominently disclose their non-clinical status (unless licensed). “I am an artist, not a licensed therapist” when appropriate.

Do: Referral Protocols

Maintain referral pathways to licensed professionals when artistic practice encounters clinical needs beyond its scope.

03

The Ethical Framework

How Stream Precision verifies and maintains ethical practice

1

Intent Declaration

Every artist declares their artistic purpose through a Precision Intent Manifesto—a clear statement of why they create and how they maintain safety.

2

Safety Protocol Documentation

Artists document their safety processes: consent procedures, boundary setting methods, emergency response plans, and participant screening where applicable.

3

Boundary Verification

The system verifies adherence to ethical boundaries, not therapeutic outcomes. Focus on process safety, not promised effects.

4

Ongoing Atmosphere Audits

For institutions and high-engagement artists, periodic reviews of practice environments ensure continued adherence to ethical standards.

// VERIFICATION MODEL (PROCESS, NOT OUTCOMES) function verifyArtist(artist) { // Check governance + boundaries, not clinical efficacy return { intentDeclared: artist.hasIntentManifesto, safetyDocumented: artist.hasSafetyProtocols, boundariesClear: artist.hasBoundaryStatement, clinicalDisclosure: artist.hasNonClinicalNotice }; }
04

Community Safety Rules

Universal standards for all participants

To maintain a Stream Precision environment, all users must follow these core boundaries. Violation results in immediate review and potential platform exclusion.

🛑

Respect Boundaries

Honor all stated boundaries—temporal, emotional, physical, and professional. No pressure to extend beyond agreed parameters.

🚫

No Harassment

Zero tolerance for harassment, discrimination, or abusive behavior of any kind. This includes digital spaces and artistic critique.

💰

No Financial Solicitations

Artists may offer paid services transparently, but no pressure, manipulation, or predatory financial practices allowed.

🔒

Identity Privacy

Protect personal information. Do not share sensitive data about yourself or others without explicit, informed consent.

05

Emergency & Crisis Protocols

Clear boundaries for crisis situations

🛑 IMMEDIATE DANGER PROTOCOL

If you are experiencing a life-threatening emergency, self-harm thoughts, or are in immediate danger:

1. EXIT THIS PLATFORM IMMEDIATELY
2. CONTACT LOCAL EMERGENCY SERVICES
3. USE DEDICATED CRISIS HOTLINES

Stream Precision is not an emergency service.

Crisis Referral Responsibility

When artistic practice encounters clinical crisis, immediate referral to licensed professionals is required.

📋

Mandatory Disclosure

Artists working with emotionally intense material must provide content warnings and disclose their non-clinical status before engagement.

06

Institutional & Partner Framework

Service Level Agreement (SLA) for organizations

Organizations (festivals, labels, galleries, educational institutions) and verified partners operate under specific institutional terms that extend individual artist requirements.

🏛️

Atmosphere Audit Rights

Stream Precision reserves the right to audit organizational environments. Failed audits may result in badge revocation.

📄

Passport Integrity Requirement

Organizations ensure participating artists maintain valid passports with current intent declarations and boundary statements.

📊

Verification Report Deliverable

Upon passing institutional audit, a Verification Report (PDF) may be issued for internal documentation.

07

Territorial Alignment & Practitioner Sovereignty

Operational clarity across jurisdictions and community protocols

Stream Precision is designed for multi-jurisdiction environments. We recognize that institutions and communities may operate under different governance models and local protocols.

Territorial Alignment

Where required, deployments may include territorial context labels (jurisdiction / host authority / site protocols) to reduce ambiguity for participants and auditors.

Practitioner Sovereignty

Artists and institutions remain responsible for their own professional scope, disclosures, and local compliance duties. The platform enforces boundaries and transparency, not clinical authority.

Two Evidence Lenses

Audits may document both (1) institutional compliance evidence and (2) community protocol adherence evidence, without mixing them into clinical claims.
